In addition, the investment bankers also have a backdoor, sometime called a green chute, where they can sell extra shares to their best customers and themselves at the ipo price if they wish (something in the order of 3% more). I always wondered why IPO's (Redhat, VALinux, ect.) started out at low when their was enough demand to justify a higher price. This explains why it's in their best interest to keep the IPO price low as possible because they get some if it if they want as well.
