No doubt about the fact that the Chinese military wants the best weaponry. I'm not sure about the rest of your post. Not that I necessarily disagree. I'm simply ignorant on the point. It seems unlikely, however, that any national leadership worth its salt would ignore its population's needs. The potential for dissent and disruption in anage where information flows like water is too great. The Chinese leaders do favor economic development on a more or less market model. So long, of course, as they can retain political control.
