1) What value is a value chain that is holding back deployment of your technology?

Relatively little value. If the tornado forms, it is because eventually it becomes imperative that the links of the value chain become greater in both number and strength.

For years, the telecoms held back DSL because they were making such great margins on their T-1 lines that they couldn't justify diverting those profits into DSL products. Qualcomm's value chain only recently became strong enough to bring about an economic imperative for certain companies to invest in CDMA. That remains Qualcomm's biggest obstacle to overcome even today and explains why some companies still won't invest in the new imperative. The risk of making investments to reap future profits are always relative to the risk of losing profits being made today from yesterday's investments, regardless of the industry.
