Ron- I beg to differ-

At least the Jeffersonian idea of "checks and balances" refers refers to the structure of government, not pressures that citizens may apply to their government. Lacking, as it does, an independent judiciary, China does not have a meaningful system of checks and balances. It seems to me you are blurring essential distinctions.

I submit that wars are often fought despite not being in the best economic interests of the nation. And I think to base a nation's security policies on the restraint that the private sector in China can apply to the reigning dictatorship would be the height of folly. Particularly when you are dealing with an issue as fraught with nationalistic emotion as is the status of Taiwan.

Regards,

Larry
