A modern fab can be built in a year or so but for some unknown reason AMD's Fab30 is 3 years and counting.

EP, the typical low rise, suburban commercial building takes
18-24 mos to complete....and the equipment requirements in those buildings are significantly less than a fab.

Dresden may be late but only by a few mos at the most.

Maybe a fab can be built here in the states in that time frame, but without knowing who did the building; it would be difficult to say what the expected time span in East. ger. would be as I doubt the infrastructure would be there to set a fast pace without spending large sums of money importing steel, cement,bring in experienced labor; heavy equipment etc. Also there was a recession in the semi business and it probably became apparent there would be no need to hurry; especially when MOT and INtel were mothballing plants. Nevertheless Dresden is built; I would think you would be more concerned with how far along is the plant in texas which Intel stopped building several yrs, ago and now abandoned because Intel was too cheap to pay the taxes. How long will it take to get that one running?
You say you do jobs at Intel plants occasionally, or don't you think Intel would let you in?
