You must understand the statement in context. Chen was being grilled about being fabless. He claimed that being fabless made a lot of business sense, because of the heavy capital and depreciation expense. This obviously makes sense for a design house like Via, which cannot take on the risk of a megafab. To make his point more forcefully, Chen strectched the truth by stating that being fabless was so good, that he would not be surprised if Intel also went fabless.

Obviously we have to take his statement with a big grain of salt. :-)
