If SPR were drawn down, the people at the SPR would know, and the people who bought the oil would know, but would they tell? SPR is quasi-secret, my husband used to work for SPR, and had to have a security clearance. Don't forget who the Secretary of Energy is - remember Bill Richardson was the Ambassador to the United Nations who offered Monica Lewinsky a job. Who knows, anyway it's just a rumor.
