Pennsylvania DEP Downgrades 28 Counties to Drought Watch; Drought Conditions Are Improving, but Pennsylvanians Are Still Asked to Conserve
HARRISBURG, Pa., Feb. 25 /PRNewswire/ -- On behalf of Gov. Tom Ridge, Department of Environmental Protection (DEP) Secretary James M. Seif today downgraded 28 counties from a drought warning to a drought watch. The entire state now is under a drought watch.

``The series of storms this winter has helped the western part of the state recover enough for us to move it into a drought watch,' Secretary Seif said. ``However, we need significant precipitation this spring to fully recover from this devastating drought.'

The downgraded counties are: Allegheny; Armstrong; Beaver; Bedford; Butler; Cambria; Cameron; Centre; Clarion; Clearfield; Clinton; Crawford; Elk; Erie; Fayette; Forest; Greene; Indiana; Jefferson; Lawrence; McKean; Mercer; Potter; Somerset; Venango; Warren; Washington; and Westmoreland.

A drought watch is the first of the three drought declarations under the state's drought-operating plan....
