Co-Branded E-mail Agreement

NEW YORK, Mar 15, 2000 (BUSINESS WIRE) -- CathayOnline Inc., through
its wholly-owned subsidiary TorchMail.com Inc., today announced
TorchMail.com has signed an Agreement with the National Library of
China (NLC) to supply co-branded Web-based e-mail services for the
Library's website, www.nlc.gov.cn.

The NLC is the largest library in Asia and is the third largest library
in the world. A comprehensive research library and national general
repository of publications, the NLC provides services for the central
government priority readers in research, educational and production
institutions and the public. The NLC communicates with an estimated 4,
000 libraries in China and 1,000 other libraries worldwide.

Under the Agreement, TorchMail.com will provide the NLC with Web
Messaging services, and will co-manage the NLC e-mail website and
provide communication needs for the portal enabling the Library to
facilitate communications with their members, increase services and
enhance "stickiness." The NLC members will be able to access their
email account on the NLC website from virtually anywhere in the world
with an Internet connection.

With approximately 1 million hits per day, more than 200,000
publications available for viewing online, and more than 49 million
pages of information, the NLC website has been awarded "The Best Site
under the category of Culture, Entertainment and Sports" issued by
China Internet Competition Committee in January 2000. The "China
National Digital Library Project" is underway, which will eventually
lead to the entire library, consisting of more than 20,000,000
publications, available online.
