Serendipity: Not "controlled" as much as "in bed with" or "sweet-heart deals" The US has done similar things in the past. Often the govt. is the only one who has the resources to provide such an infrastructure boost. (US and TVA, or the granted monopolies of MaBell and the old power companies, or the satellite launcher industry)

The problem comes when the concept of a common good for the general public is overcome by the interests of the individual concern. Such as the govt. artificially constricting a free market in the service (usually under the excuse of needing to protect the company's investment and 'right' to profit from all the effort put out to date.)

Aces and Thuraya are viable concerns, they just are not operating in as 'free' a market place as might be encountered in other areas of the world.
