Again I agree with you. However, the "painful yields" as you describe them will create a higher hurtle for projects to jump through to add enough value (or provide sufficient return) to justify the investment.

While it is likely the ARTTs bypassing of the last mile changes will make it attractive enough to justify such an investment, you have to ask that if it is true, then why didn't Quest purchase the company outright last year? Quest easily had the ability to do so and could have gotten the whole thing for less then $18/share (especially since they received their 20% stake for less than $14).
