It looks like the Board of Directors (we all know his name) is admitting that there were some crooks involved in the "company", and they might have grabbed some money in the most obvious way, by stealing it. Maybe the Directors are trying to blame the thieves for this failed stock promotion, so as to portray themselves as being, by comparison, honest upstanding businessmen.
