This is an issue of terminology and you've played it to discredit what is really going on.

I have described exactly what is going on in many posts.

1. The speed of a pipeline is determined by the slowest pipe stage.

2. The double pumped ALU speeds up the case where a second ALU instruction is stalled waiting for results from a prior ALU instruction. This feature speeds up that particular instruction by 5% (one pipe stage out of 20.) The overall performance gain is probably very small.
