This is the "action" to which I referred.

From this it seems fairly clear that you feel that you define the intent of the Chinese regime not by the action referenced by Ron, but by the words contained in the recently released document.

Given that juxtaposition, the "words speak louder than actions" tag seemed entirely reasonable.
