...But the letter also seemed to anticipate the potential importance of
Catholics in the Republican primary in New York on March 7. Catholics
make up an estimated 46 percent of the registered Republicans in the
state, and the outcome of the New York contest could be pivotal in
determining whether Mr. Bush can put an end to the potent challenge
from Senator John McCain of Arizona....

By specifically appealing to Cardinal O'Connor, Mr. Bush was clearly
trying to mollify New York's Catholics.

"You can't win the New York Republican primary without the Catholic
vote -- it can't be done," said Kieran Mahoney, a strategist for Gov.
George E. Pataki, who backs Mr. Bush. "Time will tell whether the
statement will help. On balance, I think it will because Bush has a fair
amount of personal credibility."...

More than three weeks after he set foot on the red-carpeted dais at Bob
Jones, Mr. Bush is no doubt hoping that, finally, he can move on. But the
Democrats have other ideas.

"I'm offended as a Catholic, I'm offended as a supporter of civil rights;
I'm just flat out offended," said Senator Joseph R. Biden Jr., Democrat of
Delaware. "It should haunt them. And it will haunt them."
