We are talking about the popular vote ---

You are confused. For the last time. There is no popular vote for president, only popular votes for presidential electors who are not bound to vote for any particular candidate (although some states have illegally tried to bind the electors.) What is it about this simple idea that confuses you?
Oh, by the way -- I said majorities of eligible voters. This isn't New Zealand. Most eligibles don't even vote for electors. This prevents any presidential candidate's electors from getting a true majority.
