Very quickly: a number of chartists suggest that in drawing trend lines, one should anchor them against not the highest or lowest extreme points, but where there exists an agreement of support - the 15 5/8 point is an extreme, unsupported by other highs in the vicinity and I wouldn't use it; note also that volume that day wasn't a particularly high day, so again I wouldn't rely on that extreme point. I'd use a value of around 15 - 15 1/8 for the top line, hence my b/o target price. Would also want volume to confirm any breakout, of course.
