Exactly - the attempt was to cut out congress and washington based interest groups and DC agencies - It didn't work - They passed new rules getting rid of impoundment and the regional by pass - Nixon sent 100's of millions of title 6 ( social service money ) to Republican Governors then shut the door when the other tried to get in - He grabbed control of the War on Poverty and model cities with republican in control at the regional level - he got the regional commissioner to sign the check ( fed reserve transfers ) and took DC out of the loop - That is one reason he was gone - if you bug them you better be well defended wiredbrain.com
