But Globalstar is for oil rigs and other out of the way places; maybe those people would be happy for any connection?

9600 is more than good enough for telemetry. Say there is a parameter that needs regular monitoring in a remote location, for example, a device that measures the flow rate in a stream and beams the data to a central office where a computer model estimates the likelihood of a flood. (This is a real application that currently uses VSATs). Sending a person to measure the reading or installing a land line connection could be expensive.

Another application could be in weather balloons which are used to monitor atmospheric conditions.

You would be surprised how well 9600 works for text only if everything(server, storage, network, etc) on the other end is working well. Direct dial-ups into large corporate networks are usually acceptable at 9600 for limited function, say logging on a mainframe. This is how most tele-commuters still operate.
