I think the intention is to make it so that future "real world" benchmarks show an improvement. Also, I think Intel is actively sharing their processor optimization technologies with other compiler developers. (Or if they aren't, they should be!)

No doubt I'm sure AMD is putting some effort into optimizing applications for their processors as well. It's not like the engineers at AMD are naive. They too know that it's up to hardware folks to help the software folks catch up. But I guess AMD's resources are limited, just like you mentioned.
