Right now the expected offering price is b/w $30 & 32. If you put in a conditional offer on the offering at $16, it will NEVER get filled. If you wish an allotment, I suggest you place a market offer at the expected offering price.

The way it works is that your bid is only binding if the stock is offered w/i the expected range. If the underwriters need to reprice, either upward or downward they need to solicit new bids. So your market order is really a limit order @$32/share.
