Here is the actual decree, Ted. We know the marks are
holographic from the previous article and there is a
registry for encoding. Sure sounds a lot like what
Kevin was talking about a while back.

Maybe you can ask again when you finally get up with
him. You have to keep trying. They are really
inconsistent about calling back.
