You're right. Phone.com is the software platform. Not just the browser (and not always the browser), but also all the internet servers and software, and internet-related transaction servers and software on the each wireless carrier's system.

Infospace has bundled a wide array of services that can be carried over the phone.com/carrier infrastructure.

From the way I read this claim, Infospace's CEO wants to buy Phone.com, but can't.
