They don't have a clue. Tibco's competitors only occupy part of their space. Tibco has zero competitors in a number of areas since Tibco is the ONLY company that offers end-to-end solutions in the real-time B2B, B2C arena. Consumers know jack about Tibco, hence the reason their stock wasn't noticed. They're not a dot-com that gets consumers all excited about a hot internet product or service that most other dot-com IPO's provide. Tibco is behind the scenes helping make those dot-com's successful, therefore they're not well known (or understood) by the investing community. A good (and complementary) comparison is Cisco, I don't own a single Cisco product (that I know about), yet there's only one company (??) in the world bigger than them, and that's not going to last much longer.
