It sez right here in my copy of Oregon for the Curious,

'Silverton is sited in a topographically striking area, especially south toward Sublimity, 12 miles on a county road that dances over and between the Waldo Hills. The famed cartoonist Homer Davenport, who was born in a pioneer house 5 miles south of Silverton, said "From this old porch I see my favorite view of all the earth affords".'

so yah, it's Waldo Hills, not mountains. But we can't expect you to know every hill and dale in Oregon. Silverton is probably some obscure little wide spot in the road, even if Homer liked it.
