Dipy, That makes sense. In the overall picture, there is no surplus. My concern is that the dems will take their usual position of spending the nation into more debt, and then say a tax increase is justified. That has happened so many times in the past, that it is a "given". OTH, the republicans know how to cut out the frivolous spending, such as grants to study the mating habits of the tsetse fly, $600 ashtrays in F-16 fighter jets, etc. They have never had any intention of endangering social security, or any other worthwhile humanitarian program. Welfare, however, does need an overhaul. The fraud is rampant. ~H~
