wouldn't a 1 GHZ Willamette with a 20 stage pipeline execute serially dependant instructions at a slower rate than a non-pipelined 66MHZ processor?

No. Pipelined processors forward data to earlier pipe stages. A stalled instruction only sits a few stages behind the one it is waiting for.
