That only happens with public companies which allows for arbitrage.

Not when the company(ies) being acquired are private companies. Since people can't buy into the companies being acquired, they can only act on PMCS from this news. PMCS has been very good over the past few years in folding acquired companies in and growing revenues (and beating the analysts estimates in the process). But who knows what effect the news really had with such a broad up market? I mean, the NASDAQ hits a new record with the 3rd largest point gain in history and much of the networking semiconductor sector is up. Also, PMCS is retrenching losses from earlier highs. We don't know that it wouldn't have gone up even more if they hadn't announced these acquisitions. ;>
