Of course, if Dippy's neighbor is using home equity for his gambling, then tighter margin rules won't help him...

You are assuming that he didn't open a margin account with his home equity loan. I am not so sure. I will have to find out. Anything's possible. After all, he and his wife think stocks always go up, something like 20% in two weeks on average!
