Precisely....One of the reasons the Empire fell was that the Emperors began to increasingly rely on semi- civilized German tribes to defend the frontiers. Finally, the Ostrogoths, after a pay dispute, did what the Vandals had not managed: they not only sacked Rome, but put an end to the Western Empire. It turned out that the very mercenaries they had hired did them in!
