Because DELL does not offer that product with Win2000... only Win98 SE. At least that would be one reason... go to dell.com
and try it yourself, you can't get there from here.

DELL has a relatively small number of products on the W2K hardware list and the XPS B series is not included. see
microsoft.com
Although I have loaded W2K onto systems which have not passed the certification, it is not reccommended for mere mortals...
