Interesting, I lived in Mexico for ten years and moved back to Canada only 5 years ago. As a non-resident, I would pull money out of my RRSP in at least the $6,500 minimum annual exemption amounts. There is a 10% withholding tax which will be returned to you. But the important thing is to get the tax-sheltered money out of your RRSP while you are not earning income/taxable in Canada. This is likely the only way you will ever be able to withdraw funds from your RRSP without paying tax on them.
