ATI runs a plant in Albany Oregon, South of where I live. They produce Ti Sponge. There has been some controversy surrounding deformed fish in the Willamette river nearby. But some would likely suspect farm fertilizer and pesticide runnoff too. The thing I remember about this plant is the smell in the air when you get near it. Not the most pleasant. ATI is on the outs too, but with the merger/spinoffs, there's not much chart history and the fundamentals are difficult to extract.
