I've had cable (roadrunner) for a couple of years now. Besides turning the whole modem off by unplugging it for 1 minute(per cable support), the other thing that seemed to help is turning on/off the proxy server under internet tools. It works both ways, with RR, and if net connections are sluggish or some down, the change to/from the proxy resets it sometimes. Worth a try.
