I think this is grossly innacurate.

Both AMD and Intel tend to be conservative with Vcc as a new process is introduced.

Once they have production history they usually tighten the guardband and run additional reliabilty tests and monitors.

As an example the PIII 600 katmai was a higher voltage than its predecessors.

I suspect that BOTH AMD and Intel will raise Vcc to increase bin splits.

Your allegation that this is improper and similar to the the current crop of overclockers is mistaken.

I understand AMD reached 1 gb by overclocking the computer.

Intel did this with PIII-600.
