Is there a date of record set for the PALM distribution? Also, is 1.5 per share the set number of shares or will that change also?

IPO can not be Short during the first 30 days of trading.

This is a common misconception. While it is true that many brokerages forbid short sales of IPOs for 30 days, other brokerages are much more liberal. Ameritrade, for example, will begin allowing short sales on PALM (up to whatever amount they have in inventory, which probably won't be much), either tomorrow or Wednesday. Some offshore brokerages even allow shorting on the day of the IPO, I am told.
