Thanks. However there is another word called "Overhang" for such situtations where big blocks are waiting to be sold out. (filing of 144 for insiders for example). Institutions can unload without 144 though but they cannot control PR release.

As far as I know only 144 sales can time PR release. But any such unusal 144 filings will keep the public wary of new purchases. NETP is one example (see the action last two months..)..

One advantage insiders have is they can file 144 but sell at all. Later when they choose (timings), they can unload into retail buying.
