Of course there is. He simply has to talk about doing it.

I would say yes and no. Reducing margin limits would prevent a lot of the newer investors from going beyond their means but it won't stop those of us whose 'means' as increased 10 fold in the last few years. Regardless.. reducing margin limits would be a good idea. Perhaps a little at a time. Not fair to make a bunch of folks go through margin calls. Better to give the market a chance to, in an orderly fashion, liquidate stocks. Of course the best companies like JDSU will be 'ok'. I would sell all of my periphery holdings before I would ever sell my core holdings. And JDSU is one of those core holdings.
