OT Lee, I used to think it was primarily market cap BUT based upon what i have seen in their additions of the past, this is not necessarily the principle reason.
-time the stock has been public--should be at least a year
-revenues (at least 500 million)
-operating income
-net income
-market cap

These in addition to what they list on their website. Most the high market cap stocks not in the index lack one or more of these. JDSU surely did not have the revenue over 500 million prior to the last earnings release and we had no changes since that date anyways.
This is just my feeling based upon what i have seen and does not consider the possibility of a major overhaul that would result in other high PE stocks being added even if they lack the above. I think tech is a priority for them due to underweighting and I bet they would like to add another biotech or two and the fibre optics leader. Go to the BBH and see if there are other candidates for addition. I did not see any although there were some with huge market cap (which is only one factor).

Just my thoughts. Of course, I could be wrong in a big way.

BTW- I was interested mainly in searching for tech names since this would the committee's focus anyways.
