I don't know what you mean by "CIBC downticked this stock". Are you saying CIBC entered bids for their own account not as agent in front of bids already in the "book" and away? How could you know whether they were entering them as agent or not?

On L2 you see bids and offers at prices away. Those memos come from the public. The public enters bids below. Market orders to sell from the public when there is no offsetting market order to buy from the public, are directed to the "book". If the nearest bid is farther away than a certain specified amount then the broker may buy to fill the order for their own account in order to maintain market continuity. They may not interfere with the public action by bidding or offering in front of the public's bids or offers.
