No, it isn't the sort of thing you'd say to your dog for peeing on a neighbor's rhododendron. And I imagine the witness wouldn't have mentioned it if the person who said it hadn't expressed alarm, surprise, or both.

Like you, I think that if these really were Suzanne's last words, they must have been uttered before the knife attack began. Perhaps the killer had tried to touch her; perhaps he'd pulled out the knife and threatened her with it.

But: "I can't believe you're doing this" strongly suggests that she knew the person to whom she was speaking. It may also--though this is less certain--indicate that Suzanne to some extent still felt in control of the situation, and imagined that she could bring the killer back to his senses.
