I sent an email asking what's going on and this is what I got back from Toni Beckham, AMD investor relations:

AMD insider selling is an indication of nothing more than they are drawing
down their pay. First, stock options is a major part of our executives'
compensation packages. Second, AMD executives have only a ten-day window,
once each quarter to sell their stock. As during the most recent window,
the stock had reached levels that it had not reached in a very long time,

they saw and opportunity to take profits as any shareholder does. Also, a
number of their option were due to expire soon.

Last, you might note that all sold there stock at prices significantly below
the levels the stock reached this week, although they knew that we would be
issuing very good news that would likely cause the price to increase. Due
to the limited window in which they are allowed to trade, they sold at the
prices at that time that were much lower.
