As for paying the few groups who make millions for them, the music business pettifoggers and copyright claim jumpers didn't even have to do that at one time. Witness the great R&B and doo-wop groups who received peanuts.

Regardless, I do think the real scare to the RIAA members is the fact that many talented artists and super labor-of-love recording studios are going to be able to bypass the marketing Lords and traditional toll gates to reach a huge market.
