He said sell 60% of equities, and didn't say, 'oh, except your techs.'

You're right. But I also remember him specifically telling people not to short, especially something as narrow as the QQQ, because in his opinion, the Nasdaq 100 now looks like "an asylum that has been taken over by the inmates" and it is best to stay away from the madness!
