bgr, i used the term "not working" in the context of of comparing slow cpus to fast cpus. if a computer is stuck on a screen then a 286 is equivalent to a piii 750 mhz chip in that mode.

there is no difference in this state. you can watch a sccreen all day and you can't tell me what cpu is supporting it.

let me rephrase for the ONE person who didn't understand the MEANING:

the difference in speeds between processors is only noticeable a small % of the time. hence, the reference to cpus not typing.

sure, there are applications where this isn't true. there are also many more computers that sit at desks all day long and do nothing.

THE issue is increased economic benefit from faster cpus. it isn't there and i explained why. i explained why how the govt changed the number to measure technical, non-economic benefits , add them to economic benefits and package it as a total economic metric.

i explained how that was wrong.

you can't explain how computers can be macro-economically productive and not have it show up in increased revenues so you nitpick on red herrings.

wayne and i were both right. he predicted you would hit some nonsensicaltangent and predicted you would avoid the issue altogether.
