I don't believe the article provides that. Alternate link to same article:

On March 7, I had new highs/new lows for oil & gas sector for 20-day, 40-day, 1-year to be 99 to 4, 80 to 4, and 80 to 3. Since then the ratios of news highs to new lows have receded to 25 to 3, 16 to 2, and 14 to 1. I try to track only those with price >= $ 5 and volume > 100,000 shares on average.

Most leading sectors have receded somewhat on the new highs, except the Internets which surged this last week and a half. Biotechs now look like Biowrecks in the making. From a high of 50 new 1-year highs to 0 new 1-year low, the number has retreated to just 2 1-year highs. The 20-day high-low ratio has actually gone negative in favor of new lows this week.
