Actually, this is what I said:"Lack of good faith effort: not ensuring that they are fully informed, and able to participate.....period". It turns on "able to participate". Since I was referring to the bidding process, the obligation is limited.......

This is what I said originally:"To me a good faith effort towards minority contractors would entail ensuring they are fully informed about the process, and any contracts that are up for bid, and letting them bid competitively. If one wants to help them otherwise, there are always favorable loans and tax breaks, but those should be means-tested if employed. Thus, I am opposed to quotas and set asides....."
