If I remember correctly, the "best & newest" refineries can operate safely at 94-98% of capacity. I'm sure with the artificially low price of gas & oil for quite some time(& low levels of investment in anything other than high techs) investments were not made to update or replace all to the required level. (IMHO)He may well be asking for an even higher price in a very short time due to the unsafe operating levels by forcing more from less. I'd bet some of the oldest refineries can't do more than 75% of rated capacity.
