The way the government looks at: The 4.4 billion quarters made in 1999 cost them about 2 cents each to make, so the seniorage is 23 cents, or $US 1 billion. This is reported as a profit on the books, and if the public hoards these quarters instead of spending them it is effectively a loan with no interest and no principal payments.
