Anyone know about the rules of financings on the VSE?

From a shareholders point of view this 30 cent financing appears to have been done out of a desperate need for cash or it was a deal in the grey area between armslength and non-armslength agreements. Hopefully it was the former and our company can now get on with it.

Would a financing like this have been allowed on the TSE?
